TNEI Submitted a Section 36 Application on behalf of Zenobe for a 200MW on land adjacent to Carlisle Road at Coalburn in South Lanarkshire.
TNEI initially prepared and submitted an Environmental Impact Assessment Screening Request to the Energy Consents Unit to seek agreement that an EIA is not required.
Following confirmation that an EIA was not required TNEI led on the preparation of the Section 36 Application including undertaking a noise assessment and associated reporting, the historic environment assessment, production of an Outline Construction Traffic Management Plan, a Non-Technical Summary and a Planning Statement to assess compliance against policy. TNEI co-ordinated technical inputs on drainage, ecology, flood risk, landscape and peat to support the submission to the ECU.
TNEI subsequently undertook post submission liaison activities with the ECU and South Lanarkshire Council including provision of further assessment work for ecology and peat and attendance at meetings on matters including cumulative traffic impacts and noise.
TNEI also liaised with South Lanarkshire Council to negotiate acceptable noise conditions. On the 28th of April 2025 Section 36 Consent was granted by the ECU and TNEI will subsequently be supporting Zenobe with the discharge of planning conditions to allow construction works to commence on site.
“Zenobe contracted TNEI to undertake planning consultancy work for our Coalburn BESS facility due to their proven knowledge, expertise, and professionalism within the renewable energy planning space. TNEI handled numerous workstreams throughout the developments’ consenting lifecycle from EIA screening request to pre-application advice and full planning application procurement and submission. Whilst not without its challenges, TNEI worked successfully alongside Zenobe with South Lanarkshire Council to overcome multiple technical and environmental challenges associated with the development which resulted in an achievable consent. Their work on Coalburn BESS is a great example of their proactive and forward-thinking knowhow to which we look forward to working alongside for future work.”
