The latest Independent Technical Expert reporting requirements
With the next Delivery Year commencing on 1 October, Capacity Market participants should review the latest Independent Technical Expert (ITE) reporting requirements and ensure any required submissions are being planned now. Earlier this year, the ITE reporting requirements were subject to consultation, resulting in changes to the reporting framework.
For many projects, the start of the Delivery Year is when attention turns to meeting the Substantial Completion Milestone (SCM). SCM is a key Capacity Market requirement that must typically be demonstrated by the start of the relevant Delivery Year on 1 October. Organizations should ensure they understand what evidence and documentation may be required under the updated ITE reporting arrangements and allow sufficient time for assessment and reporting.
What’s changed?
Following consultation on the ITE reporting process earlier this year, reporting requirements have been updated. Capacity Market participants should review the latest guidance and assess whether their internal processes, project documentation and reporting plans remain aligned with the revised requirements.
Why act now?
The Capacity Market operates in Delivery Years running from 1 October to 30 September. For many Capacity Market Units (CMUs), the SCM must be demonstrated by the start of the Delivery Year. SCM reports provide evidence that a CMU can deliver its agreed obligation and has been commissioned and is operational. In practice, many organizations only begin reviewing their reporting obligations in the weeks leading up to the deadline, creating unnecessary pressure on project teams and advisors.
Preparing an ITE report can require the review of technical, commercial and programme documentation, so leaving engagement until the last minute may limit the time available to address any issues identified during the reporting process.
